Implement an algorithm to intelligently switch fan modes.

When the user enters a heart rate zone that requires a higher fan speed, apply the change immediately.
When the user enters a heart rate zone that requires a lower fan speed, check the that user has been exclusively and continuously in a lower heart rate zone for at least 15 seconds.
