Missing Dutch translations + bootstrap fixes #238

Hi, just added some fixes to bootstrap.js the first has to do with the tooltip. When hovering an item that has a tooltip, the item disappears when the tooltip disappears: eg when you hover an image, the image gets hidden together with the tooltip. The second is a fix the joomla team made in their bootstrap.js. It has to do with the collapse function. I ran into this issue with the new Kunena who uses that collapse funtion to show/hide additional content. Hiding worked, but showing the content again did not work > you needed to do a ctrl-f5 to show the contents again. This is a fix for that behaviour :)
