automatic comment/uncomment with CTRL+/

Again, would be nice to mimic IDEA behaviour.

Ctrl+/ should:

• comment the current line if it is not commented
• uncomment the current line if it is commented

In case multiple lines are selected, it should

• comment all the lines if one or more lines are not commented
• decomment all the lines if all are commented
