macosx_sdk_version 10.13 causes a broken build for m4 #119

It causes this issue: https://trac.macports.org/ticket/69690#no3

I confirmed that this is caused by the 10.13 sdk instructions. Undoing that fixes the m4 build.

EDIT: Nevermind, closing as I investigate more.
