No summary of commands given makes it very troublesome for the user to have to search through the entire User Guide to find a command to enter in.

While it is true that a summary would be beneficial to users, not having a summary will not immensely hamper usability as the user still has the table of contents to refer to, which serves as an enlarged summary of commands. Hence, the severity has been changed from medium to low.
