In this PR:

simplify CreditConfiguratorV3 deployment and migration
rename RateKeeperV3 into TumblerV3 and separate configurator and controller's functions
allow stateful IRMs in PoolV3
a lot of minor changes (cleaner interfaces separation, version bumps, comment fixes, etc.)
