When panning the camera, shadow details become exaggerated ; making textures seem rigid. V.2.03 #24

I've noticed this issue especially outside and on rocks and tree-lines its basically on textures its like the shadows IE. darker parts of the texture become more contrasting and outlines of trees in the skyline or just in general become smudgy , both when panning camera.

it would have to be a video because its only when panning the camera

ive mostly fixed it by using the enb settings and changing my monitors smart settings

This seems like a monitor issue and I'm not even sure what it's describing so I'm going to close this
