Well the title says it all, it is not available to add or update remote lists if the option 'block connections without VPN' is activated on system settings (no custom ROM)

Please describe your issue in detail. I don't understand what remote lists you are talking about and why they are unavailable. Are you talking about DNSCrypt blacklists?
