feat(api): add getFriendSuggestions API endpoint

Summary

Add endpoint to get Friend Suggestions for the user.

• [x] GET /api/v1/user/friendship/suggestions returns list of FriendProfile
• [ ] friend suggested if that have one of the following in common:
  • [ ] location
  • [ ] tags
  • [ ] ...

Currently limited to 5 users returned.

Retrospective
