Contact Rate Limiter #186

  1. Allow member to set the maximum frequency that Geek.Zone can contact them.
  2. Develop the method to compile and store emails sent to a member, and then to send the email at the appropriate time
  3. Ensure that all email communication is routed through this rate limiter
