Admin Comments and Admin Moderation forms Comments Approving and Deleting Issues

Admin Comments bulk issues:

Approve comment just copies over comment and does not rebuild tree or article hard coded code found in the moderation process
Delete should use PLG_commentDelete since plugins may have to do something when a comment is deleted. This function will have to be updated to support this type of use

Admin Moderation (dealing with comments)

Articles have hard coded approve code. Create plugin api called PLG_approveCommentSubmission that allows all plugins to do something if comment is approved which works similar to PLG_commentSave (but doesn't do the actual comment saving)

Also CMT_rebuildTree bug as it does not support type so if a staticpage and article use the same id the comments for these 2 items will be messed up.
