Sitemap LastMod date format incorrect according to Google #1067

Currently with the sitemap plugin the lastmod date with a timezone would be formatted for EST like:

2020-02-04T18:09:12-00:14400

Google reports this as an error. They want a date formatted like:

2020-02-04T18:09:12-05:00
