Article Submissions Shows Edit button for articles in some cases when user does not actual have edit access #1133

Article List seems to show edit button when user actual has edit access but Article Submission list does not.

If a user clicks the edit button and they do not have access this is the message they get.

You are trying to access an article that you don't have rights to. This attempt has been logged. You may view the article in read-only below. Please [go back to the article administration screen] when you are done.

I think the problem here is while the user has edit access for the article they do not for the Topic(s) the article is assigned to.

Check to see how Article List handles this for edit button.
