Quotes in Forum Topic Title Mess Up Tooltip in Center Block #16

A forum title with a " in it messes up the tooltips for the center block in the Denim theme.

Adding

$topicinfo = htmlspecialchars($topicinfo);

to around line 1297 in functions.inc of the function plugin_centerblock_forum will fix the problem

Had to update fix so it would work for all themes.
