Extended OSM generation #10

The mod should feature extended generation from OSM data, allowing buildings and highways to be generated in detail.

Tiles with "low-resolution" data such as coastlines and large water bodies should be separated from OSM tiles with a higher-resolution containing roads and buildings. This would reduce load time for lower scales, and would mean sampling large tiles wouldn't retrieve huge amounts of data.
