Based on another issue provided by someone else, This would be caused by the Permission Level, However I've tried 4,3,2,1 and 0 in the config, None of them make it work.

Command Works, Grants Whitelist upon completing a quest

Create Quest
Add Reward Command with /dimension minecraft:the_nether players whitelist add @p

Im unable to use the command through FTBQuests
/dimension minecraft:the_nether players whitelist add @p
It gives Incorrect Arguement for Command,
