Add a no conveyor webcam & Arduino testing mode

This will be great for making sure people can use the software with Caffe as a Windows DLL and the hardware is working. It will give users some confidence before they order anything to build the system.

So this will be the first compiled binaries / software download I put out on GemHunt.com I should be able to get this out there by the middle of October.

No conveyor webcam & Arduino testing mode:

• Webcam mounted down at the table focused with the coin centered and sized at about 80% of the screen.
• Coin can be on white paper.
• In a webcam live view there would be a thin circle where the coin should be.
• In a second live view the image would update in real time rotated correctly.
• Prediction percentages would display in real time.
• Optional: PIN 13 on the Arduino should turn on when a 1982D is found.

I wrote the first real time classify and rotate with a webcam code. It's ugly and the network can be way better, but it does work!

I am not sure this will give much confidence because it's going to take a lot of training to get any webcam/lighting set to work with a neural network. The fake camere mode is a better test.
