Per discussions with @LisaAlmarode and @dalehenrich about issue #914 , we decided to close that issue and make the following changes.

[ ] Package Group pane will become a hierarchy of package groups. The leaves will be packages.
[ ] A second tab in that pane (like the Instance/Class tabs in the classes pane) will show all Packages in the project
