(v3) when creating a filetree based project, the filetree metadata files are not created until packages are written #914

The required files: .filetree and properties.st are not created until the first package is written ... but those files should be created at project creation time ... I think ...

I have a use case, where the filetree package directories are being copied into the repository ... and Rowan is not actually used to write the packages ... and the universe should work ...

turns out that I don't need this bug fixed for my use case ...
