Side Navigation #20

We want to have Side Navigation with multiple links and icons as shown in: figma link.

The top two links should have functionality behind them for now: Overzicht links to our homepage, and Lopende zaken links to our Zaken overview page.

Acceptation Criteria:

[x] Should be using components the component library
[x] Placeholder icons
[x] Buttons which can be used to navigate to different pages
[ ] Navigation follows viewport

This issue is blocked. There are too many bugs and missing components in the component library for me to finish this task.

This task can continue when issue #25 is fixed.
