Implements issue #20

The story requires that the side navigation is fixed to the viewport, but I currently not sure if this is the right time to implement that. The component does not allow me to add styling. I think we should revisit this when we've added design token to our component library.

Because there are some bugs in our components, I've used Material UI's components.

@DanielvanVliet yes, and depending on what @mjcarsjens thinks, this component could also be moved to denhaag components

@joostvanviegen The todo items can be removed when this styling is implemented in design tokens
