As a developer I want to be able to download a file from azure blob storage, so that the user can retrieve their files.

Acceptance Criterion:

[ ] Mimic the functionality of the FE gateway [code].
- Proper logging of errors to seperate file.
- Authenticate to blob storage.
- Ensure API returns proper HTTP status codes with useful error code (we can use this to display error messages to the user).
[ ] Create unit tests ~80% code coverage.
[ ] Create Azure Blob Storage instance (if not already present)

State why a user wants this functionality, not why the developer is making it.
