pr.ask privilege is not in guest role (emc) #735

The default pr.ask privilege (which sets the 'fill in' privilege for respondent surveys) is missing in the guest role in new 1.9.1p7 installations. Seems to be present in source code for gems__roles so might be specific to the emc p7 patch?
