Improve `gs-mutation-filter` layout shift after loading the reference genomes #337

While still loading the reference genomes, the gs-mutation-filter displays a spinner and only renders when it's done. This causes a layout shift. Instead, I think we should display a skeleton of the same (at least approximate) size.
