This pull request serves as a review ahead of the upcoming release. It includes the following updates:

Reintroduce the policy folder for the 2_three_zones_w_electrolyzerexample, ensuring consistency across examples.
Update the min/max_cap interface functions and configure_multi_stage_inputs for VreStorage.
Make minor adjustments to maintain alignment with the existing implementation and preserve continuity.
