Support "unknown" candidates #79

Right now folks are required to provide identifications for each candidate; this becomes a problem especially for candidates with no photo.

We have discussed a few options, including:

  1. "unknown" should be allowed and not included in the tally.
  2. "unknown" should be allowed but included in the tally as an alternative color.
  3. 1 or 2, but only for candidates with no photo.

Now that we have #80 closed this is no longer the desired behavior. I'm going to close the issue.
