Emailer: clean up code or possibly replace.

The emailer code was quickly moved from enquiry witch to Trans Dimension. It works but it could do with tidying up.

• better use of modern JS idioms
• restructure code to be less repetitive
• use of templating language to separate code/view
• logging?
• configurability?

I think we could use something off the shelf for this if we were going to refactor e.g. https://formspree.io/

It's not a one-to-one mapping of the netlify functions to cloudflare functions so keep running this on netlify until we decide how best to replace it.

I'm currently removing all the netlify stuff from the repo as part of my draft PR so hopefully that covers both options
