I was confused when reading this code and didn't understand why we were still using UTC everywhere but weren't displaying the wrong times (or were we) and ultimately traced it back to converting ISO timestamps from PlaceCal using Iso8601.toTime, which always outputs in UTC.

This change clarifies that that's the assumption being made here.
