[Bug]: partner events shows past events first #346

Description

When looking at a partners page the list of events begins with past events. It would be better to start with the nearest future event.

If a partner has more than 20 events, they will be paginated with the weekly filter. If there are less than 20, display the "All events" and "Future events" filter buttons. Default to filter.

CloudFlare had a hiccough in the build pipeline that stopped this from being deployed. If you visit the above URL now and clear your cache (SHIFT+CTRL+R) then it should work as defined
