bump to 0.5.0 data file format changes / new features / remove libwfa2 related code

1. support build_no_agc.sh using Rust compile feature to make it easier to build on ARM64 (without AGC)
2. the frg file I/O changes to minimize the memory foot print, data will be only loaded to memory when requested
3. allow saving the principal bundle decomposition and reuse for bundle projection
