Add a number of new features and an experiment web server / front-end codebase

1. add the pgr-pbundle-aln command line tool to generate alignment using the bundles
2. revise some logic error (not changing the distance) in pgr-pbundle-bed2dist
3. fix summary header outputted from pgr-query
4. add pgr-shmmr-count for analyzing the read coverage directly
5. web interface (Frontend and backend)
6. linting
