Can we move cmdstanr to suggests?

[ ] message onLoad or onAttach that this package is greatly enhanced by cmdstanr and how to install it
[ ] define check_cmdstanr_available()
[ ] check this before compiling, sampling. Make sure we can still return something, without error
[ ] remove cmdstanr from imports, always prefix namespace cmdstanr::
