improve testing for when `cmdstanr` is unavailable #272

It would be nice to improve testing when cmdstanr isn't available. Suggest to add a testing environmental variable: _IS_CMDSTANR_AVAILABLE_ to toggle relevant tests, then to update the github actions to run the tests w/o cmstanr before intalling cmdstanr
