migrate to checkout@v4 action #291

We have warnings in our actions about Node 16. Seems we need to transition before Spring 2024.

Node.js 16 actions are deprecated. Please update the following actions to use Node.js 20: actions/checkout@v2. For more information see: https://github.blog/changelog/2023-09-22-github-actions-transitioning-from-node-16-to-node-20/.

I think we might just need to update all the lines with actions/checkout@v2 to actions/checkout@v4
