Error on Scenario Import: <class 'TypeError'>(load_file() missing 2 required positional arguments: 'empty_markers' and 'report') #79

When importing a .scenario tag from Halo CE or Halo 2, the scene fails to build and produces the error "Internal error: <class 'TypeError'>(load_file() missing 2 required positional arguments: 'empty_markers' and 'report')". Seemingly only occurs with v190 and above.
