Feels Fair Voting

Based on experience with Aragon Votes on Voice, these parameters feel like they are realistic and fair with:

-Support Required at least a minimum majority (although for some proposals like drastic charter changes e.g. this should be higher?) -Minimum quorum with 40k ANT (0.01% of 40m ANT) -Delegated Voting Period short but powerful
