Punish leadership #143

Punish leadership

this is a thought game designed to imagine a scenario where leadership is considered punitive, and creating dynamics that favor a more decentralized vote and also cites
https://www.ijcai.org/proceedings/2019/17 where it is indicated that delegated voting is probably a "bad idea"™ which isn't too surprising given that most people who want access to power are assholes.

1)setting the threshold at 50% is fine, consensus is not required, could go lower or higher 2)setting the quorum at 10% is bold and wish it could go higher... i want delegated votes to be engaged or have their tokens slashed 3) 10 day vote gives plenty of time for regular voters to think 4) 2 days for delegated voters is a quick turnaround - any faster and it's subject to issues with timezones 5) quiet times and extensions are reasonable but not fast 6) proposal cost is reasonably low lot of bad decisions should come to the table along with a few good ones 7) complaining should never be too cheap and 400 ANT to complain after a vote seems fair
