Add the list of all known SRTM tiles #122

Having this list in the repo is helpful for scripts needing to know which SRTM tiles exists. It is the raw data from which the current _srtmtiles.nc in cache derives from. Now that I will build a smarter srtm_tiles.nc that knows about tiles with partial ocean coverage I need to have this in the repo.

I also add the script that will build the (new) srtm_tiles.nc coverage grid.
