New mercury CPT #229

This PR reeplaces the previos Mercury CPT (see discussion in https://github.com/GenericMappingTools/gmt/pull/7812#pullrequestreview-1622615225)

I think it is better than the previous one because it doesn't have black at the lowest end and the white is minor.

Any comments? @joa-quim ? @PaulWessel is it ok the header of the CPT?

Since none of us do planetary work we should use this since the official word.

Yep, it's good that we have someone to blame if anyone asks why Mercury is so esoteric.
