Report to the Steering committee about the developments since March, 2018.

@PaulWessel the report branch of this repo has a skeleton for the progress report (see reports/2018-10.md). You can make changes, commit, and push to this branch to update this PR. You can also leave comments here for discussion. Let me know when you're done and I'll add my parts to the PR as well. We can merge once the report is done.
