Private test server throttled to 1 tickrate #1378

Brief description of the issue

I am attempting to test the functionality of world redux for personal use, but unfortunately the game is throttled.

What you expected to happen

a good 10-20 tickrate to boot.

What actually happened

the tickrate never rises above 1, despite using only using 750mb of memory and at most 15% cpu.

Server Revision: master - 2021-11-09
Anything else you may wish to add I have yet to try the official world server, I seem to be unable to join the discord...?
