Describe the bug Rate limiting no worky

To Reproduce Steps to reproduce the behavior:

  1. refresh new random quote
  2. spam that shit
  3. oh yeah spam that button
  4. no rate limiting

Expected behavior rate limiting

Additional context Rate limiting is registered on services? But also on the app builder? Both? Either? The method seems the same but different? What the fuck is going on there..??
