Added Lich support for genie #24

Added the lichconnect, lc, lconnection command to genie 4 as well as the ls, lichsettings to view lich config settings. This should work exactly like it did in the genie 3 release.

Compiled branch and ran locally to verify stability, code review looks good, had a user test connection with lich. Merging.
