Ensure the service retrieve dates and datetimes at UTC.

For better user experience.

🔨 Tasks (Breakdown)

Review if there is not timezone parsing from REMS to to the API client.
Ensure we retrieve date / datetime in UTC (with Z at the end)

On CKAN side, this is taken care of by explicitly making data UTC in the scheming https://github.com/GenomicDataInfrastructure/gdi-userportal-ckanext-gdi-userportal/pull/90
