mcb-diagram - Add T4.3 diagram #2

As per the meeting from the T4.3 members, and the drafted proposal for SOP Management, I tried to group most of the components for both the European-level SOPs (instances) and the Node-specific SOPs (both templates and instances) into a single diagram.

This diagram is to be reviewed by the group.
