Add method to `SeqRepoAcces` to validate reference sequences #173

Given an expected reference, accession, start/end pos, validate that the actual reference sequence at the ac and positions match the expected reference sequence.

This method is used in various places in our projects. It'd be nice to have this method in SeqRepoAccess
