Provide resource availability check methods #286

Probably depends on #284. It might be helpful to have some methods available so that a downstream library can confirm that required resources are available, and if not, check for some basic reasons why that might be true.

Ideally there would also be some nice prerequisite checks and error messages built in that could help a user just getting started.
