feat(python): add issue templates #30

These issue templates exist in this repo, but this issue adds them to the cookiecutter template that creates new Python projects also

If/when we develop another template, we could refactor this stuff into a "base" template and have the other templates inherit it: https://cookiecutter.readthedocs.io/en/stable/advanced/templates.html
