Reuse/mirror content from repo root into template #46

Feature description

There are a few boilerplate things like GitHub actions workflows and issue templates that need to exist and function for this repo, but should also be populated into the cookiecutter template output. We should try things like sym links to see if we can just define them in the repo root and have them still be included in the template.

For some things, we can just do reusable workflows, but there's no such thing for issue templates, for example.

Use case

It's annoying to update things in multiple places. It'd be worse if we had multiple templates, too.
