chore(python): update issue template requirements and workflow definitions #47

Ok, hopefully this is how they should be. Made an issue (https://github.com/GenomicMedLab/software-templates/issues/46) to investigate mirroring/sym linking so that edits in the template repo don't have to be made more than once.
